This report, prepared in anticipation of the passage of federal health care reform, examines how key federal reform issues—such as public program expansion, income-related subsidies, insurance market reforms, new obligations for individuals and employers, and an insurance exchange—present important new policy considerations for New York. Published in January of 2010, the publication is now particularly relevant, with President Obama's signing of reform legislation into law and New York State beginning to explore a range of implementation actions.
