This new report, prepared just prior to the game-changing events of early January 2010, describes some enduring health care issues (including an expansion of and funding for Medicaid, insurance market reforms, subsidies to ensure affordability, and mechanisms to bring the nation closer to universal coverage), the means envisioned so far for dealing with them, and their negative and positive potential for New York. Although the contours of final legislation may differ significantly from the specifics outlined in this report, these principles are still likely to be in play.
