This half-day conference, sponsored by the Fund, examined several strategic paths toward health care reform on the state and national levels. Richard F. Daines, commissioner of New York State Department of Health, looked at access, financing, and quality in his keynote address. Policymakers from Pennsylvania and Vermont lent perspective on their state initiatives on service redesign, and a broader analysis by the National Academy for State Health Policy on state-level activities followed.
