To prepare demographic data on New York's low-income population—including poverty levels, employment, health insurance coverage, access and use of health services, child care, and family environment—using information from the Urban Institute's National Survey of America's Families, and to improve capacity of key stakeholders in New York to use the data for their own policy research.

To improve the quality of care at community health centers in New York City through a new Quality Improvement Program, which aims to strengthen clinical leadership, and prepare centers either to participate in a Health Disparities Collaborative or to seek accreditation from the Joint Commission on Accreditation of Health Care Organizations.
