Michael Birnbaum is vice president at United Hospital Fund, where he directs the Medicaid Institute and the Fund's work on health care financing. He joined the Fund in September 2000 as health policy analyst, was promoted to senior health policy analyst in 2002, and to director of policy, Medicaid Institute, in 2008.
Prior to joining the Fund, Mr. Birnbaum gained experience as a health care analyst in the Congressional Budget Office, doing forecasting and cost analysis, and, earlier, working on state policy development as an associate for AcademyHealth. He has authored numerous publications on Medicaid and other health policy issues.
Mr. Birnbaum is adjunct assistant professor of health policy and management at Columbia University's Mailman School of Public Health and adjunct associate professor of public administration at New York University's Wagner School of Public Service. He holds two master's degrees—one from Cambridge University, one from the London School of Economics—and a bachelor's degree from Wesleyan University.
